Won't Pan Up Down Fully

The pan up down moves down all the way in the opening. But only pans up very slightly. Only about 1/3 of the opening. See photo. Says rotation limit reached. Yet there is much move opening it could move up. This causes very limited viewing capability. How do I remedy to get full pan up down capability?

  I have tried clearing cache and rebooting. No change. Still will not pan up fully.
