QR code not reading dome camera

This is my second camera. I’ve been unsuccessful in setting up camera. Light mode no. Raised brightness on my camera no. Default light setting no. Zoom QR code no. Reset no. Reboot phone no. Reboot device no. Standing next to router no. Standing next to router under lamp for light no. Nothing has worked. No covering on lens. Used microfiber lens cloth to clean lens.still no. Positioning QR code in front of camera no movement zooming in and out - nothing. Only blinking red light for hours. Tried wpa2. Still no.
